What ࿕ means
Yes: the Tibetan form of a sign far older than Nazism.
The word comes from Sanskrit svasti, "well-being" or "may it go well". The hooked cross has been drawn across Eurasia for thousands of years, and in Hindu and Jain practice the swastika is still drawn on doorways and shrines as a blessing; in Gujarat, families mark new account books with it at Diwali.
In Tibetan it is the yungdrung, roughly "the eternal, the unchanging". In Bön, a Tibetan religion that traces its roots to before Buddhism, it is so central that the faith is often called Yungdrung Bön, and Bön uses the left-facing form (). Some Tibetan settings pair the right-facing one with Buddhism, but Buddhist art shows both, so direction is a clue, never proof.
In 1920 the Nazi Party adopted the hooked cross, tilted on its point, as its emblem. Under that flag the Nazi regime started the Second World War and carried out the Holocaust, and for many people in Europe and the Americas it remains a symbol of hatred; several countries restrict Nazi symbols by law, while the United States does not. Across much of Asia the religious sign is still in daily use, so the same shape carries both stories today.
Why did someone send me ࿕?
Usually as a blessing or a Buddhist or Bön reference.
Next to Tibetan script, prayers or temple photos it means good fortune and blessing.
Next to slogans, the number 88 (neo-Nazi code for "Heil Hitler") or hostile words, it is being used as a Nazi symbol, and the religious history does not change that. If it arrives alone from someone you don't know well, ask what they mean before reacting.
Sacred and auspicious among Tibetan, Hindu, Jain and Buddhist users; alarming to many Western readers without context.
Posted bare to a Western audience, it can easily be read as a Nazi symbol.

3Questions people ask
2Which way does the Buddhist swastika face?
It can face either way. In Tibet the right-facing form is often linked with Buddhism and the left-facing one with Bön; in Japan the mirror form 卍 marks Buddhist temples on maps.
Is ࿕ an emoji?
No. It is a text symbol from Unicode's Tibetan block, meant for general use too, so it needs a font that covers it and has no emoji picture.
