What ↁ means
It marks five thousand in apostrophus notation.
This older system extended Roman numerals beyond 1,000 when repeating M was cumbersome.
Priscian, a Roman grammarian, describes it around 500 AD; the system may be older. Later writers also used overlines, bars above numerals to mark larger values.
Best for historical or specialist writing; ordinary Roman notation is clearer for everyday numbers.
Without context, readers may miss its value.
