What 🄳 means
It is D inside a square, usually a visual label. The frame can make a D-labeled item stand out in a list or compact label; it does not give the letter another sound.
Its documented Unicode history starts in 2009, when Irish and German standards bodies proposed filling gaps in the squared and negative Latin-letter sets. Working-group minutes note that the proposed forms were not all individually attested. 🄳 was among the proposed entries and entered Unicode 6.0 in 2010.
Does normalization turn it into a plain D?
Yes: NFKC text cleanup turns it into plain D. NFKC is a Unicode text-normalization form that removes compatibility styling, so software using it can preserve the letter but drop the square. If the frame matters, check how the receiving system handles normalization.

1Why does 🄳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
