What 🆥 means
It is a data label for a Japanese TV guide.
An electronic program guide is the on-screen TV schedule; the boxed d was proposed to mark one program feature.
Japan’s broadcasting-industry association ARIB issued STD-B62, its second-generation digital-broadcast standard, in 2014. In 2015, Japan proposed 🆥 among boxed labels for electronic program guides (on-screen TV schedules), alongside marks for high-resolution picture and sound; the labels were meant to travel as plain text across devices. Earlier ARIB STD-B24 program-guide symbols entered Unicode in 2009 partly to avoid clashes with private character codes.

1Questions people ask
1Why does 🆥 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
