What ⋩ means
The left item follows the right, without being equivalent.
Read a ⋩ b as “a succeeds b but is not equivalent to b.” An ordering is a rule for deciding which item comes before or after another. Here, “succeeds” means follows under that rule, not necessarily later in time or larger in value.
The symbol combines a curved succession sign with a crossed-out equivalence mark underneath. “Equivalent” means treated as the same for the comparison being made, which need not mean identical. The text using the formula should define both the ordering and what counts as equivalent.
Specialist mathematical notation. When using it, define the ordering and equivalence so readers can interpret the comparison.

1Does ⋩ mean the very next item?
No. Succession in an ordering does not by itself mean immediate succession. ⋩ alone does not say whether other items lie between the two.
