What ≌ means
Its exact role comes from the formula’s notation.
“All equal to” names a relation, but does not say which quantities are linked or under what rule. Check the definition where the notation is introduced.
Why can ≌ look like ≅?
Unicode may display ≅ for ≌ in right-to-left text.
Unicode pairs ≌ and ≅ for bidirectional mirroring. A 2019 Unicode discussion warns that reversed tilde shapes can make them hard to distinguish.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
