What ≡ means
Gauss introduced it for congruence in 1801.
Carl Friedrich Gauss used ≡ in Disquisitiones Arithmeticae, his 1801 book on number theory, to write congruences compactly, for example 17 ≡ 2 (mod 5). Later writers reused it for identities that hold for every value, for logical equivalence and for definitions.
Formal notation; the field or textbook fixes its reading.
Don't read every ≡ as plain equals.

3Questions people ask
1Why does ≡ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
