What ⇛ means
Whatever the author defines it to mean. Writers pick ⇛ when they need an arrow that stays distinct from and , and they say what it stands for nearby. Look for that definition before guessing; three strokes do not automatically mean “implies, only more strongly”.
The clearest convention counts strokes as levels. In category theory, a branch of maths about structures and the maps between them, is a map, is a map between maps, and ⇛ can mark the next level up, a map between those. Outside such a stated system, treat it as a custom relation.
It reached computers through typesetting: the American Mathematical Society's extra symbol set, and the ISO entity lists for publishing maths in SGML and HTML, where its name is rAarr.
Technical and mathematical; rare in ordinary messages, where it reads only as a decorative arrow.
Don't swap ⇛ for to look emphatic in a proof; readers will take it as a different symbol.

Not by default. No standard gives it that meaning; it holds only when an author defines it so.
