What 𞹋 means
It is a letterform for Arabic math, not a word.
The tail is not decoration: differently styled letters can stand for different symbols, and the expression gives this one its value.
The Arabic mathematical alphabet grew from forms used for centuries in manuscripts and print. Arabic- and Persian-script mathematics use it. Tailed forms appear in handbooks, though the 1987 Amman agreement on Arabic scientific notation left them out.

2Questions people ask
1Can text normalization turn it into ordinary lam?
Yes. NFKC and NFKD, Unicode's compatibility cleanup forms, can reduce it to the base letter and erase its math style. Arabic math characters also do not join into position-based forms as standard Arabic letters do. Avoid compatibility cleanup when letter style matters.
