What ⡕ means
No: the dots describe a shape; a Braille code assigns a letter or sign.
Raised text for touch came first: Valentin Haüy made it in 1786; Charles Barbier presented a related raised-dot system at the Paris institute in 1821. Louis Braille published his alphabet in 1829; the institute adopted it in 1854. Braille’s smaller cell served spelling, punctuation, and music.

1Why does ⡕ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
