What ⡔ means
No; a Braille code supplies its reading.
“Braille dots 357” names raised positions, not a spelling. Language and specialist Braille codes can assign different readings to a pattern. This 8-dot Braille cell includes dot 7, which a six-dot cell cannot.
Braille grew from Charles Barbier’s 12-dot “night writing,” designed for silent military communication. Louis Braille encountered the system at the Paris institute in 1821 and adapted the idea into a smaller six-dot system for reading and writing by touch; he published his code in 1829. Later Braille conventions covered music, math and computer use. On screen, a font draws ⡔; that does not prove the dots are physically embossed.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
