What ꩓ means
It writes the number three in Cham script. The Cham script is used for the Cham language and developed from Brahmi, an ancient Indian script. Cham inscriptions appear around the 5th century CE.
From the 5th–15th centuries, Cham numerals appear in royal records and donation inscriptions, marking dates, calendar positions, and land measurements. From the 15th century onward, Cham writing also appears in Middle Cham manuscripts, a later manuscript tradition; ꩓ still represents three.
Western Cham belongs to a related but distinct writing tradition; its numerals are not alternate font styles of ꩓.
Why is ꩓ hard to type or display?
The keyboard layout and font support are the main hurdles. One Cham keyboard design documented in 2018 maps the 3 key to ꩓ in Cham mode; that mapping depends on using the layout.
A box in place of the digit usually means the active font or text-layout software lacks Cham support.

1Why does ꩓ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
