What ⫏ means
It marks a closed subset from the left set to the right. Every member of the first set belongs to the second. Topology studies spaces and continuity; there, “closed” means including the set’s limit points, the points its members can approach. Follow the paper’s definition.
A 1998 MathML draft, a web format for mathematical notation, listed the entity csub (“closed subset”) at private-use code E351, a reserved code systems could define themselves. This is an early digital record, not proof of first use.
Formal mathematical notation; the author defines the exact relation.
Don't read it as ordinary ⊂ if the paper distinguishes closedness.

1Why does ⫏ look different in different fonts?
The font draws this text character; different mathematical typefaces can give it different shapes.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
