What ꚞ means
It represents a raised ef inside a historical abbreviation.
Medieval Slavonic scribes shortened familiar words by leaving out letters and writing some of the remaining letters above the line. This practice continued in Church Slavonic books. ꚞ represents one such raised letter, called ef or fert; it contributes a letter to the abbreviation rather than having a meaning of its own.
A separate covering mark called pokrytie can sit over the raised letter. Keep the two distinct when a source shows both. Early printed Church Slavonic books, including the Ostrog Bible, preserve this abbreviation tradition. A cited Triodion, a church service book in Kievan notation, places superscript letters between letters or even a space; this example is dated to the early 18th-century.
Used in historical transcription and Church Slavonic typesetting.
Use ꚞ for the raised abbreviation letter, not in place of the ordinary Cyrillic letter Ф.

Questions people ask
2Why does ꚞ float or disappear?
ꚞ is a combining mark with no space of its own. It needs a preceding character and a font that can position it; a dotted circle in a reference display simply makes the mark visible.
Does the mark above ꚞ belong to the same character?
No. A covering mark such as pokrytie is a separate character. Keep it separate when it appears in the source.
