What ⷬ means
Put it after the letter it sits over. In a Church Slavonic abbreviation, ⷬ is a letter-titlo: a small raised letter that shows part of a word has been left out.
This letter-titlo tradition is documented in Church Slavonic manuscripts from the 10th/11th to 17th centuries. Scribes raised letters over shortened words, especially sacred terms, to mark contractions. Later printing retained some contractions as established spellings.
The covering mark ҇, called pokrytie, can accompany ⷬ. A Church Slavonic font positions these marks over the word. Historical letter shapes can differ from the modern-based shape in a Unicode chart, even when the text contains the same character.
This mark belongs to specialist Church Slavonic or historical Cyrillic typography, not ordinary modern spelling.
Read ⷬ as a raised er in an abbreviation, not as a standalone Р.
