What ᫊ means
It modifies the sound represented by the letter it follows. In the International Phonetic Alphabet (IPA), one plus below means the tongue is farther forward. The double form takes its value from its system's notation key.
A 1989 book by John Kelly and John Local shows the double plus beneath a letter, stacked with another mark. The example comes from detailed transcription of speech sounds.
It attaches below its base letter; font support and letter shape affect placement.

Questions people ask
1Why does ᫊ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
