What ᷚ means
It contributes a grammatical part to the number form.
The small raised g adds to the numeral’s written form without taking a full place on the line. A 2004 study by de Leeuw van Weenen includes an Old Norse manuscript example; Unicode’s proposal describes the mark’s role in the number’s grammatical form.
How do I type a superscript g?
Type the base character first, then append ᷚ.
ᷚ is nonspacing: it takes no separate horizontal step and attaches to the preceding character, as in xᷚ.
Why is my combining g floating?
It needs a base character and a font that can place it.
Some text renderers place an isolated mark on a dotted circle to show where a base could go; the circle is a display aid, not part of ᷚ.
If a font cannot position the mark with its base, it may appear detached. Placement varies with the font and text-rendering system.
A specialist mark for transcribing Old Norse manuscript number forms.
A dotted circle shown with ᷚ is a display placeholder, not part of the mark.

1Why does ᷚ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
