What ᷎ means
Append ᷎ to the base vowel it modifies. A standalone mark has no letter to carry it, so some displays leave it detached.
For Unicode hex input, enter U1DCE after the vowel; in HTML/XML, place ᷎ there.
What does the Old Norse ogonek mark?
It marks vowel length or older vowel change in Nordic transcription.
In o᷎ (an o with ogonek above), a scholarly transcription—a carefully edited version of an old text—can use the sequence for the Nordic vowel ø after i-mutation, a historical shift caused by an i-sound in a later syllable.
A 2006 proposal to encode signs used by scholars of medieval writing documents this mark in printed Nordic editions.
A specialist mark for historical transcription, not casual emphasis.
Do not assume it has the ordinary ogonek’s possible nasalization reading.

Don't confuse it with
2The ordinary ogonek sits below its base and can signal nasalization in some conventions; this above mark has Nordic transcription uses.
This hook above the base is a different mark; ᷎ is an ogonek that overlaps its vowel.
Questions people ask
1Why is combining ogonek above not displaying?
It is usually a font-support issue. The text sequence may be intact while the font lacks a glyph or positioning anchor, leaving ᷎ detached or boxed.
