What 𒁄 means
Context decides the reading. Sumerian uses 𒁄 for bala (“turn”) and bal (“dig”); Latin BAL does not identify one exact sign.
BAL is attested by Early Dynastic IIIb, a period in Sumerian history. Cuneiform, a wedge-shaped script, first recorded goods and services, then wrote Akkadian and other languages. Akkadian was another ancient Mesopotamian language. Signs could stand for words or sounds.
