What 🄂 means
Read it literally as “one,” with the comma.
Before Unicode, it belonged to ARIB STD-B24, the Association of Radio Industries and Businesses’ Japanese standard for coding digital broadcasts. The proposal said standard codes could avoid confusion with private-use slots—custom character assignments fonts could use for their own symbols.
