What ⓽ means
It marks nine inside two rings. Use it as a compact item label when that heavier frame suits a list or heading.
A 1999 proposal from Japan's Standards Association aimed to keep Japanese products compatible with the forthcoming character standard JIS X 0213. It reports a dental use for double-circled digits one through eight as tooth-position labels and includes the series through ten for broader enclosed-number uses.

Questions people ask
1Why does ⓽ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
