What ⪣ means

Read it using the notation's definition. MathML lists it as infix: a sign placed between the expressions it relates.

A 1999 Unicode proposal labels it “Ltbar” and links it with ISOAMS, a named-symbol set for mathematical markup.

Formal mathematical notation; its source defines the relation.

Do not replace it with unless the notation permits that.

Why does ⪣ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
