What ⩱ means
Black has a slight edge. In a chess score or beside a diagram, the position remains close but favors Black a little; the stack puts equals above plus. It is an evaluation, not a claim that Black can force a win.
Does ⩱ have one fixed mathematical meaning?
No; the surrounding notation decides. In a formula, ⩱ is an equals-plus operator, but its shape alone does not define one universal operation.
The MathML entity eplus appears in the 1998 MathML 1.0 printing-character table with the gloss “equal, plus.” Unicode's 2002 note for mathematical operators also records the chess reading “Black stands slightly better.”
Technical, with its clearest specialized reading in chess analysis and mathematical typesetting.
The stack's order matters: equals over plus marks a slight Black edge in chess.

1Why might ⩱ show as an empty box?
A missing-glyph box means the active font may not include a drawing for ⩱. It is a text character, so its visible shape depends on the font in use.
