What ⩲ means
White has a slight advantage.
In a chess note, ⩲ evaluates the position: the player with the white pieces, who moves first, has a small edge. It does not promise a win.
In plain text, the same evaluation is often written as / (“plus over equals”); this is a position assessment, not an arithmetic instruction.

Questions people ask
1Why does ⩲ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
