What & means
It links the terms around it.
In Japanese typography, it is called a zenkaku ampersand and occupies a full-width cell alongside Japanese and other East Asian characters.
The ampersand’s lineage reaches Roman-era graffiti in Pompeii: Latin e and t were joined as a shorthand for et, “and.” & is the full-width counterpart of &; NFKC compatibility normalization can turn it into &, erasing the width distinction.
In a message, & still joins text as “and”; its wider shape points to layout or input, not a new tone.
Extra width is not extra emphasis.

6Questions people ask
1Why does & show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
