What ¬ means
It means “not”; the wider form serves East Asian text layouts. In Japanese, this width style is called 全角 (zenkaku, “full-width”): ¬ takes a full character cell, while ¬ is narrower. The wide not sign aligns with Chinese, Japanese, or Korean text; both forms mean logical NOT.
Peano used a tilde (~) for negation in 1897. That dates one notation for the operation, not ¬ itself.
For Shift-JIS conversion, a 2016 IBM guide maps byte 0x81CA to ¬ and recommends CP943. Check old conversions to keep ¬ and ¬ distinct.

1Why does ¬ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
