What ᵪ means
It marks co-articulation: neighboring sounds shape one another. In UPA, the lowered position records how a neighboring sound affects the sound marked with chi. The system also helps record pronunciation, study sound patterns, and trace word histories in the Uralic language family.
ᵪ is encoded as its own character, so plain text can retain the phonetic distinction. The raised modifier-letter chi, ᵡ, is its superscript counterpart; in UPA, raised and lowered positions carry different phonetic information.
A specialist character in Uralic phonetic notation.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
