What ᵨ means
It marks subscript rho in a phonetic transcription. In UPA notation, subscript placement marks co-articulation caused by a preceding or following sound. The exact sound value comes from the transcription key, so ᵨ is not a universal synonym for ordinary ρ.
The UPA’s documented history starts with linguist E. N. Setälä’s 1901 publication; the system was standardized in 1902. Unicode’s 2003 entry records this older notation in computer text, not its beginning.
Why isn't ᵨ just styled ρ?
Its low position carries phonetic information. Unicode encodes ᵨ as a modifier letter, not merely smaller type. Lowering ordinary ρ may look similar, but plain text then loses the same character distinction.
Unicode 16.0 traces the UPA’s early use to linguistic work in Finland, Hungary, Estonia, Germany, Norway, Sweden, and Russia; later use spread to North America, Japan, and related linguistic fields.
How do I type ᵨ?
Use Unicode input rather than text styling. In source code, \u1D68 works in languages that accept Unicode escapes; HTML can use ᵨ.
Fonts can draw ᵨ differently or show a missing-glyph box; that changes its display, not the character in the text.
Technical and specialist: it belongs in phonetic transcription, especially UPA-related material, rather than everyday Greek writing.
Use ᵨ only when a transcription calls for a subscript; lowering ordinary ρ can erase that distinction.

1Why does ᵨ look different across fonts?
It can. Fonts draw ᵨ differently, and a font without the glyph may show a missing-glyph box.
