What ᅩ means
It is a narrow compatibility form of the Korean vowel ㅗ.
The halfwidth Hangul family has an earlier trail in the 1974 N-byte Hangul code and later appeared in KS C 5601 / KS X 1001. These forms fit Hangul elements into byte-oriented systems that mixed character widths. Unicode retained them for round-trip compatibility with older encodings; the vowel itself remained ㅗ.
Technical and archival: it marks preserved legacy text, not a modern Korean spelling.
