What ク means
Yes: both represent the katakana syllable “ku.”
The standard lineage relevant to ク reaches JIS C 6220-1969, later called JIS X 0201. Its single-byte katakana area let Japanese text fit older character-code systems alongside Latin-style text.
Later Japanese character sets also included the ordinary-width form. Shift_JIS could carry both; Unicode retained their distinction so older text could be converted without losing its width form. ク is the corresponding fullwidth katakana character.
Why does ク change in forms and text?
Some systems need the halfwidth form; text processing may fold it.
Halfwidth and fullwidth forms grew out of display-cell conventions that often matched single-byte and two-byte storage. The designation does not fix the character’s exact displayed width: fonts and layout can make it look wider or less even than expected.
Compatibility normalization NFKC changes ク to ク. The voiced form グ consists of ク followed by a separate voiced sound mark ゙; NFKC changes that pair to グ. NFC preserves the width distinction.
Technical or legacy-looking in ordinary prose; neutral in a field that requires halfwidth katakana.
Use ク for ordinary Japanese text unless the destination requires halfwidth kana.

1Why does ク show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
