What ニ means
It has the same kana value as ニ, in a halfwidth compatibility form.
Halfwidth kana was included in JIS C 6220, a Japanese character-set standard published in 1969 and later called JIS X 0201. Its single-byte katakana set served computer terminals and telecommunications, where limited coding space favored a compact set. Later JIS X 0208 included the ordinary fullwidth Japanese set; Shift JIS accommodated both, and Unicode retained ニ for compatibility with existing text.
By 2026, Japanese IT references describe halfwidth kana in financial-system data, ASCII art, kaomoji (Japanese text-based faces), and deliberate old-computer styling. That can give ニ a technical or retro look; it does not change its kana value.
Technical, legacy, or deliberately retro; ordinary Japanese katakana is the neutral choice for everyday text.
The narrow form signals a width distinction, not a different kana value.

2Why did ニ become ニ?
Compatibility normalization can do that. NFKC and NFKD treat halfwidth and fullwidth katakana as compatibility equivalents and may fold ニ into ニ; NFC and NFD preserve the distinction.
Can I use ニ in a Japanese form?
Only if the field requests halfwidth katakana. Otherwise follow the width specified by the system; some older financial inputs distinguish ニ from ニ.
