What ュ means
It marks the “yu” part of a contracted sound. In Japanese, a small ュ after another kana helps spell a combined sound; for example, キュ is read “kyu.” Katakana ユ comes from a fragment of the character 由, and the small form developed as part of this spelling convention.
JIS X 0201 (1969) included compact katakana for computer character sets. Shift JIS and Unicode retained the narrow forms for compatibility. “Halfwidth” describes a character’s width property; the font and layout determine how wide it actually looks.
Usually technical or legacy-looking; it functions as a kana, not an emotional signal.
Alone, ュ is only a kana fragment; look to its surrounding text for the reading.
