What ᄑ means
It marks the Korean ㅍ consonant at the start of a syllable.
ᄑ is the leading, joinable Hangul form of ㅍ. When a vowel follows, it joins it in the same syllable block; by itself, ᄑ may look unfinished or display poorly in a font without good Hangul support. The spacing form ㅍ stays separate.
Hangul was created under King Sejong; its creation is recorded in 1443, and the 1446 Hunminjeongeum Haerye, a guide to the script’s design, explains its purpose. Hangul let people write Korean more easily than with Chinese characters. Its consonant design relates plain ㅂ, breathy ㅍ, and tense ㅃ; added strokes mark the stronger breath. Their leading forms include ᄇ and ᄈ.
How do I type the exact ᄑ?
Use an individual-character picker to enter ᄑ separately.
On the standard two-set Dubeolsik Korean keyboard, V enters ㅍ. Add a vowel next and the input method combines the parts into a syllable. To keep ᄑ as a separate leading jamo, use a Unicode picker or an editor that preserves Hangul parts.
In Korean writing, ᄑ is a structural form of ㅍ used to build a syllable.
For the isolated consonant, use ㅍ; ᄑ is a leading form that can join a vowel.

1Why did ᄑ turn into a syllable?
That is normal. Korean input combines a leading consonant with the following vowel into one Hangul block. Use an individual-character picker or an editor that preserves separate jamo when you need raw ᄑ.
