What ᅥ means
It is Hangul’s raw medial vowel component, not a complete syllable. In a Hangul jamo sequence, ᅥ supplies the vowel between an initial consonant and an optional final. In ordinary Korean, it sits inside blocks such as 어, 서, and 먹; alone, it is the middle piece, not the finished square.
Why is ᅥ alone?
By itself, ᅥ is a component, not a Korean word. This conjoining jamo is meant to join other Hangul letters into one syllable block. Its lookalike ㅓ is the compatibility form, designed to stand on its own; both represent the same vowel but behave differently when text is composed.
Hangul was created in 1443, and ㅓ was one of its original medial vowels. The 1446 Haerye, an explanatory book about the alphabet, describes vowel letters built from a few basic strokes and shows ㅓ as a dot joined to a vertical stroke. Hangul was designed to give Korean speakers an easier way to write their language than the Chinese characters then used for Korean.
Middle Korean used vowel harmony, a pattern that shaped which vowels appeared together within words. It weakened in early modern Korean, and some vowel distinctions merged; a historical spelling with ㅓ can therefore belong to a sound system different from today’s.
How do I type ᅥ?
Use a Korean IME for syllables; select the raw jamo separately. A Korean input method normally assembles typed consonant and vowel jamo into complete blocks: typing ㅓ after an initial gives 어, 서, and similar syllables. To enter literal ᅥ, choose the Hangul Jamo form in a Unicode character picker.
Technical when isolated; part of an ordinary Korean syllable when joined to other letters.
A bare ᅥ is a letter component, not a complete Korean syllable.

1Why does ᅥ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
