What ㅮ means
It is an old Hangul cluster of Mieum and Pieup.
This archaic Hangul combination appears in Chŏphae sinŏ, a Korean guide to Japanese pronunciation assembled in 1618–1636 and printed in 1676. There, the related initial form ᄜ marked Japanese voiced sounds at the start of a word.
The forms are position-specific: ㅮ is a compatibility form for initial ᄜ, while ᇜ is the related form used at the end of a syllable.
A historical Hangul letter with a documented role in Korean notes on Japanese pronunciation.

1Why does ㅮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
