What 쁩 means
It is one Korean syllable, not a complete word. A Korean word can contain 쁩 as one syllable; on its own, it has no fixed word or chat meaning.
Hangul was created for writing Korean, and its system was completed in 1443. The guide that introduced the script, Hunminjeongeum, was published in 1446. Before Hangul, written Korean relied heavily on Chinese characters and adaptations of them; Hangul instead groups Korean consonant and vowel letters into syllable blocks.
How do I type 쁩?
Enable Korean input; type Shift+Q, M, then lowercase q. On the standard Korean 2-set keyboard layout, those keys enter ㅃ, ㅡ, and final ㅂ; the input system joins them into 쁩.
Some tools represent Hangul as separate Korean letters before joining them into a syllable block. If yours leaves the letters separate, choose its compose option to join them.
Orthographic and technical; by itself, it has no standard conversational tone.
A lone 쁩 has no fixed message meaning; read it within its Korean word.

2Why does 쁩 look different in another font?
Hangul typefaces can draw and arrange the same letters differently inside a syllable block. The outline changes, but it still represents the same syllable.
Was 쁩 ever used as the name of ㅃ?
Yes. A 2022 Hangeul Society conference paper lists 쁩 as a historical name for ㅃ. It is a name for the consonant in an orthographic convention, not the meaning of the full syllable block.
