What 뺪 means
It is a Hangul syllable block, not a word by itself. Hangul groups letters into blocks for spoken syllables; a block can be part of a Korean word. On a Korean keyboard, an input method assembles typed letters into the block; the exact keys depend on the layout.
Hangul was devised in 1443; a guide to the writing system, Hunminjeongeum, explained its design in 1446. Hunminjeongeum was also an earlier name for the writing system; Hangeul became its common name by 1928.
