What 뻏 means
It spells a Korean syllable; the word supplies its meaning.
The jamo (Hangul letters) are ㅃ at the start, ㅒ in the middle, and ㅎ at the end. Unicode stores them precomposed as 뻏 or separately in decomposed form; both may render the same.
Why was Hangul created?
To make Korean writing accessible to more people. Hangul was devised in 1443–1446 to widen access to Korean writing, then often written with Chinese characters. Its use faced resistance before it became Korea's main script.
A spelling unit, not a fixed tone marker.

Questions people ask
1Why does 뻏 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
