What 쁵 means
A Korean IME composes the syllable as you type.
On a Korean keyboard, enter ㅃ, ㅢ, then ㄱ; physical key positions depend on the layout.
Unicode also represents 쁵 with three conjoining jamo—Hangul letters that join inside a syllable block: ᄈ ᅴ ᆨ. NFC stores them as one precomposed syllable; NFD keeps the three letters separate. A font and app that support Hangul shaping can still display the separated form as one block. Use NFC if software specifically requires a precomposed character.
What does 쁵 mean when someone sends it?
It is one Korean syllable; the chat supplies the message.
Inside a Korean word, read 쁵 as part of that word. If someone sends it alone, check the surrounding conversation or ask what they meant.
Hangul builds syllable blocks from letter sounds
The earliest surviving record of Hangul, dated 1443, says King Sejong created 28 letters for writing Korean in Joseon, the Korean kingdom of the time. The 1446 book Hunminjeongeum Haeryebon explains their sounds and how opening consonants, vowels and closing consonants form syllable blocks.
Neutral Korean writing; the surrounding word and message provide the tone.
