What 뱻 means
It joins an initial consonant, a vowel and a final consonant.
Here those parts are ㅂ, ㅒ and ㅅ, in that order. A Korean Hangul input method joins them into one block; the surrounding word supplies the meaning.
Why was Hangul created?
To make Korean easier to write and learn.
King Sejong created the script in 1443 under the name Hunminjeongeum. In 1446, a book with the same name explained its purpose and principles. Korean had also been written with Chinese-character methods such as Idu, which adapted Chinese characters to Korean and were harder to learn without knowing those characters.
