What 쳤 means
It normally marks a past-tense form of 치다. In 쳤다, 쳤어, or 쳤어요, the surrounding object and phrase decide the English gloss: hit, clapped, played an instrument, took an exam, or another established sense of 치다.
The spelling comes from the contraction behind 치었다: 치어 becomes 쳐, and the past-tense element produces 쳤. That is why 쳤다 is not a fixed one-word translation; read the whole Korean phrase.
why is 쳤 a Hangul syllable block
It groups three phonemic parts into one readable syllable block.
Hangul was created to write Korean speech more accessibly for people who could not use Chinese characters. The first creation record is dated 1443, and the explanatory text appeared in 1446. Its historical neighbor is the Chinese-character tradition, but 쳤 is not a Chinese character with an inherited Chinese definition; its meaning still comes from its Korean word.
Unicode and fonts can represent a modern Hangul syllable as a precomposed block or as decomposed Jamo that should render as the same syllable. If the parts appear separated, that is an encoding or font-handling difference, not a new meaning.
Neutral Korean text; 쳤 is a normal syllable in a verb form, but a standalone send is usually incomplete.
Do not translate 쳤 as “hit” automatically; 피아노를 쳤다 means someone played piano.

It can. A font may draw the same block with different internal spacing, and decomposed Jamo can be normalized or shaped into the same syllable.
