What 떾 means
It is one Korean syllable; the surrounding word supplies meaning.
The pieces are ㄸ (initial consonant), ㅔ (vowel), and ㄲ (final consonant). Unicode’s Hangul name “ddegg” is assembled from short labels for those pieces; it is not a Korean word or an English translation.
If 떾 arrives by itself, you can identify the syllable but not why it was sent. Ask whether it belongs to a word or was a keyboard test.
When was Hangul created?
Hangul was created in 1443 and explained in a 1446 book.
King Sejong devised Hangul to write Korean speech directly; Chinese-character writing was already used in Korea but did not fit Korean speech well. The script was first called 훈민정음, meaning “proper sounds for teaching the people.”
The 1446 book 훈민정음 해례 explained the letters and how they form a syllable’s beginning, vowel, and ending. 떾 follows that same building pattern.
Neutral in Korean text; alone, it gives no clue why the sender used it.
“Ddegg” is the Unicode label, not the syllable’s translation.
