What 뚷 means
It represents a written syllable, not a complete Korean word. Hangul jamo are its individual letters, joined into syllable blocks. This one has ᄄ at the start, ᅮ in the middle and ᇂ at the end.
King Sejong created Hangul for Korean in 1443. In 1446, he published Hunminjeongeum, a book explaining the writing system's design and purpose. Before Hangul, writers used Chinese characters for Korean, though they fit poorly; Hangul became the official national script in 1894.
