What 뜚 means
It is one Hangul syllable block. Hangul combines Korean consonant and vowel letters (jamo) in a square to write a syllable.
King Sejong created Hangul in 1443; the 1446 book Hunminjeongeum explains its design. It let Korean be written beside Hanja (Chinese characters) and Idu, a system using them to write Korean. By 1894 it was Korea’s official script; South Korea calls it Hangul, North Korea Choseongul.

Questions people ask
1Why does 뜚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
