What 꽢 means
It is a syllable in Korean spelling, not a message or picture.
The block combines ᄁ (starting consonant), ᅪ (vowel), and ᇁ (ending consonant). Those parts give a syllable sound; the Korean word around it supplies any word meaning.
Hangul was created to represent spoken Korean and make literacy easier than Chinese-character methods had made it for most people. The National Hangeul Museum dates the earliest official account of Hangul to 1443 and describes the 1446 Hunminjeongeum, a book documenting the system's purpose and design.
Why are three letter parts written in one block?
Hangul places a syllable’s consonant and vowel pieces in one block.
Unicode represents modern Hangul syllables as single blocks and also as linked components called conjoining jamo. For 꽢, the component sequence is ᄁ ᅪ ᇁ. Software without Hangul joining support may show those pieces separately, and fonts can lay them out differently.
How has Hangul’s public role changed?
Hangul moved from a new script to an official national writing system.
The National Hangeul Museum records it becoming Korea's official national writing system in 1894 and losing that status under Japanese rule in 1910. After liberation in 1945, work continued on standardizing Hangul notation.

1Why does the decomposed form display differently?
It depends on the app and font: some join conjoining jamo into one block, while others show the pieces separately. The precomposed form is one character.
