What 뀢 means
It spells a Korean syllable; “ggwij” labels its parts. Unicode joins the short names of the starting consonant ᄁ, vowel ᅱ, and final consonant ᆽ to form “ggwij”; it is not an English translation.
Hangul was created under King Sejong to write Korean. Before it, Korean was written with Chinese characters and systems that adapted them to Korean, including Idu, Gugyeol, and Hyangchal. First called Hunminjeongeum (훈민정음, “Correct Sounds to Teach the People”), the 28-letter system was created in 1443, explained in a book published in 1446, and became Korea’s official writing system in 1894.
Neutral Korean writing; on its own, it gives a syllable without its word context.
