What 꾮 means
Unicode represents 꾮 with three conjoining Jamo (Korean letters): ᄁ ᅭ ᆹ, an initial consonant, vowel and final consonant cluster.
King Sejong created Hangul as Hunminjeongeum in 1443; its 1446 book explained the script. The name Hangul appeared in the early 1910s and spread widely by 1928. Earlier systems such as Idu, Gugyeol and Hyangchal adapted Chinese characters to Korean sounds and grammar. Hangul became Korea's official writing system in 1894; the Korean Language Society's 1933 proposal helped standardize spelling.

1Why does 꾮 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
