What 귅 means
It is a syllable, not a word with a fixed meaning. Its place in a Korean word supplies its meaning.
King Sejong’s Hangul was created to write Korean in 1443; Hunminjeongeum Haerye, an explanatory guide, appeared in 1446. Some scholars propose Mongolian Phags-pa influenced Hangul’s design. ㅟ was “oo” plus a short “y” through the 16th century, then began shifting toward one vowel after the 17th.
Why does 귅 look different?
Fonts can arrange its components differently. Unicode treats the block and 귅 as equivalent forms; jamo are Hangul’s component letters.
