What 홢 means
It has no conventional standalone meaning. Hangul spells syllables in blocks assembled from letters. In 홢, ㅎ opens the block, ㅘ is the vowel, and ㄼ the two-letter final; Unicode generates Hwalp from those parts.
Hangul was designed for writing Korean with an alphabet whose letters combine into syllable blocks. The Chinese glossary Jilin leishi transcribed the Korean word 활, meaning an archery bow, as 活 in 1103; the 1446 Hunminjeongeum Haerye, an explanation of the Hangul system, records the word in Hangul. That history belongs to 활, not 홢.

1Questions people ask
1does ㄼ always sound the same?
No. At a word end or before another consonant, ㄼ usually keeps the ㄹ sound, similar to l; in 밟다 (“to step on”), ㄹ drops and ㅂ, similar to b/p, is heard before ㄷ.
