What 휫 means
By itself, 휫 leaves the reading unclear.
휫 belongs to an older Korean word family. The 1459 Korean Buddhist text 월인석보 uses 휫두루 in a scene where fire suddenly rises around a house. A 1481 Korean translation of classical Chinese poetry, 두시언해, records 휫두르다, built from 휫- and the verb stem 두르-. Modern dictionaries link that history to 휘두르다 (“to swing or wield”) and 휘뚜루.
How does 휫 change across words and regions?
The word and region around it shape its reading.
A 1993 study of Middle Korean, an older stage of Korean, includes 휫- in a sound-symbolism pattern for stems ending in ㅅ, the Hangul consonant with an s sound. The pattern is associated with quick, abrupt, forceful, stopped, or dry impressions. This describes older sound symbolism, not a fixed gloss for 휫 by itself.
A 2020 regional survey records 휫바람, 휫개, and 휫가락 in words related to whistling. It places 휫개 in southwestern Gyeongsang and nearby Gwangyang, and 휫가락 in Naju, Hwasun, and Yeongam, in southwestern Korea.
Historical or regional in ordinary Korean; alone, it reads as a deliberate fragment.
A lone 휫 does not tell readers whether you mean an old compound or a regional whistling word.

1Is 휫 an emoji?
No. 휫 is a Hangul text character, so its outline comes from the font rather than vendor emoji artwork.
